TLDR : Answer Summary
The TM.30 Form and the 90 day notification are two different processes. The TM.30 must be submitted within one business day of moving to a new address, while the 90 day notification can be submitted between 15 days before to 7 days after the reporting due date. For the 90 day notification, you typically need to bring your passport, a completed TM.47 form, the TM.6 form, and any previous 90 day receipts if applicable.

90 day reports and TM30s are completely different forms. A TM30 is filed no later then one business day when you move to a location, and a 90 day report is filed between 15 days prior to 7 days after (in person). What exactly are you trying to submit?

No, it is 3 days for any extension of stay acquired at Changwatanna ONLY! For Muang Thong Thani, they only see 300 people a day at Counter K.
