TLDR : Answer Summary
If you hold a multiple entry e-visa NON-OA, you do not need to apply for a re-entry permit to re-enter Thailand as long as you return on or before the "visa must be used by" date on your eVisa. However, if you want to stay beyond the initial entry and have remaining days on your visa after that date, you will need to obtain a re-entry permit before leaving Thailand. It’s important to note that for the first year of having the OA visa, it is a multiple entry visa; after that period, a re-entry permit is required.

Ah so the first year you can exit and reenter without a reentry permit but after the expiration date of the visa before you exit the country to get another year you then need a reentry permit.
You don't need a re-entry permit to enter Thailand again on or before the date on your eVisa PDF indicated as "visa must be used by". Because you have "multiple entries".
When you still have the remaining days after that date and if you want to stay with that stamp, it's the time you need to get a re-entry permit before you leave Thailand.
