he's asking whether the Spanish Consulate in Thailand will take only take visa applications from those with residency in Thailand, as it isn't clear if DTV would be considered enough to be considered a resident for that consulate. Legitimate question. It isn't unusual for consulates for countries to only take visa applications from residents of the consular area.

They might not issue visas to Nigerians unless you hold a Non Immigrant visa in Thailand to show you have residence in the area served by the consulate. Check with them

one of the requirements for applying for a Spanish visa in Bangkok is “7. Proof of residence in the consular district”. It doesn’t clarify what it means by “residence”. As many on here often say, a DTV is a glorified Thai tourist visa. Is that residence?

the DTV is indeed nothing more than a glorified tourist visa. And I don’t think it would qualify as ‘residence’ per se. But maybe!

But that is a different issue. You are asking whether or not a third party national can apply for Schengen visa from within Thailand, which is a good question. My partner did so last year and received her Schengen visa from France. But I understand it can be an issue.

visa exempt.

She did write to the French embassy and explain that she would not be back in her home country before flying to Europe. They allowed her to proceed with TLS in Bangkok and she got the multi entry Schengen visa authorized within a couple of days

this is as back in 2017, so not sure if that was an option then. Ended up going to Dubai instead. Just needed an Afghanistan embassy to process my visa, so was able to do it in Dubai.
