Yes if you apply under Soft Power Program you have purpose of entry into Thailand - Education.

Course must be longer than 6 months and still valid.  You get documents updates from Soft Power provider that you participating in education program under Soft Power DTV and use it as supporting documents for your Schengen visa application.

This way people had success to get Schengen visa.

But if only Worckation - it's holidays purpose of entry into Thailand so it's not enough.

It’s your passport nationality that are the basis of any visa application, no matter if it is a visa to Schengen or Thailand.

DTV is a tourist visa, and does not make you a Thai citizen.

Unfortunately most EU embassies ask for legal proof of residence in the jurisdiction where you are applying. This is a standard item on their document checklist, mandated by Article 6 of EC 810/2009 regulation.

DTV is classified as a tourist visa and doesn't fulfill that requirement.

Some embassies (eg Spain for example) even publish explicit guidelines that DTV and Privilege visa holders are not eligible to apply for visas from Thailand.

DTV has nothing to do with it. Choose the country you want to enter and apply to that Embassy/Consulate.
