Yes, Elite is a long term visa, so you can apply for visas for those countries in Thailand while being on an Elite visa. Those embassies might not take your application if you were on a short-term tourist visa, but since Elite is a long-term visa, they'll let you apply for visas from within Thailand.

If you have an Elite Visa you are automatically entitled to a "World Traveller Visa" which grants you 90 days automatic stay in Australia, Canada, UK, USA, NZ and Afghanistan at no charge.
