The Schengen visa MUST be issued by the first country you intend to enter.
You cannot for instance apply at the French embassy and enter in Germany

Generally the answer would be no. But as many things different embassies have different rules. There is a clause that allows applying from not your home/resident country but you have to prove why you’d need to do so. Contact the embassy of the country you will enter and see if they will allow.
