Can My Fiancée Extend Her Non-B Visa If She Can't Return to Russia Before Expiry?

Looking for some guidance if you would be so kind.
My Fiancee (Russian National) has Non-B Visa til the 1st May 2020, along with the accompanying WP.
Currently no flights back to Russia.
If she is unable to return back before the 1st May, can she apply for the extra 30 days with a letter from her embassy? Or does the new extension from the government allow her to continue to stay until she can return to Russia?
Work Permit will still need to be cancelled I presume?

Pardon me...but there are still flights to Moscow.
If she has a work permit it needs to be cancelled by her before she leaves.

If you cancel the work permit also cancel the visa related to it at the immigration. Simply going out from the country doesn't work and will stop you from extending her visa in the future if she comes back.

There are no flights to Moscow or regular flights to Russia whatsoever. There are “repatriation” flights to the certain regions of Russia and only people who are registered in these regions are allowed onboard. Please do not misinform people around if you have no clue. Thank you.Ashley ********

ORIGINAL POSTERSo, she lives in the far east of Russia. As she does not have registration for Moscow she cannot return there.
