Can an Indian citizen apply for a Non-B visa at the Thai consulate in Laos?

Does Thai consulate in Laos accept Non-B visa application from Indian citizen?

Is there any other nearby country that allows?

Or my only option is to go to India and apply there.

Had friend from Egypt apply in Laos. They told him no. Only in Egypt. He had next to no funds for two weeks there. Eventually he received a Visa on special dispensation.

Yes. He was lucky. He got a letter from local government. Very lucky.

egypt is on the list of countries that CANNOT use the thai consulates in Lao :/

Also I do have a work permit.

Do I have to submit WP3 again for new Visa or just the copy of work permit since I am not changing the company.
