Does Thai consulate in Laos accept Non-B visa application from Indian citizen?

Is there any other nearby country that allows?

Or my only option is to go to India and apply there.

TLDR : Answer Summary
The Thai consulate in Laos does not accept Non-B visa applications from Indian citizens, as indicated by a user's experience. Alternative options may include applying for the visa in India. Additionally, there are questions regarding the submission of work permit documents when applying for a new visa when not changing employers.

Had friend from Egypt apply in Laos. They told him no. Only in Egypt. He had next to no funds for two weeks there. Eventually he received a Visa on special dispensation.

Yes. He was lucky. He got a letter from local government. Very lucky.

Also I do have a work permit.

Do I have to submit WP3 again for new Visa or just the copy of work permit since I am not changing the company.
