Do I need residency proof to apply for a 90-day Non-B visa in Vientiane, and can I reapply if I already have one?

Hello,

I have 2 questions:

1- Do I need a residency proof / contract, or any sort of papers concerning where I live to apply for a 90-days non-b visa in Vientiane? (The website does not mention anything about that)

2- If I've already made a non-b visa in Vientiane embassy once before, in January this year, does that mean I can do it there again? I am a holder of an Armenian passport.
