My Thai tourist visa (purchased at the Thai embassy in Vientiane) will be completed (90 days) April 28. I need to stay a little longer. Can I get a second Thai tourist visa in Vientiane at the Thai embassy? Thanks. I'm a US citizen wth a normal (not diplomatic) passport.

Not likely to get another Thai tourist visa in Vientiane Laos. Back to Back Thai Tourist Visas are difficult to get at any SE Asian Thai Embassy or Consulate.
You should have obtained the METV multiple entry tourist visa in your home country before you flew to Thailand.
With planning it can get you up to 9 months stay in Thailand with a few simple land border crossing entries.
Suggest you ask an experienced border run service company IF they think you would be successful in getting a second Thai Tourist Visa back to back.
IF not... then Suggest you ask them to take you on a same day BORDER BOUNCE to get a NEW 30 day stamp as Visa Exempt Entry into Thailand.
That can be extended One time for 30 ADDED days at your local Thai Immigration office for 1900 Thai baht.
