TLDR : Answer Summary
The user inquires about applying for a multiple entry or 90-day visa at an embassy while in Laos, specifically regarding returning to Thailand. Responses indicate that a multiple entry tourist visa cannot be applied for outside one's home country; however, a single entry tourist visa is available, with specific procedural details differing between consulates in Vientiane and Savannakhet. There is also a mention of successfully obtaining a NON-O multiple entry visa from Savannakhet.

You cannot apply for a multiple entry tourist visa as you can only do that in your home country. You can apply for a single entry tourist visa though. Check the website of the consulate you want to apply at for the requirements. Vientiane requires and appointment while Savannakhet does not.
