He can apply at the Thai Embassy in India, with documents provided by his Employer for the Non Immigrant B visa.

You can not get an Extension of Stay on the Visa on Arrival or on the Tourist Visa, you get Extension not approved and 7 days to leave the country. Or if you have another type of Visa just let us know What Visa and what it is based on.
