You can indeed exit/re-enter the country during an "under consideration" stamp in your passport.
You get a re-entry permit (which is only good for as long as the under consideration stamp is valid for) before you go
and
you would have to come back before that stamp ran out so you can go get the visa/extension inked in at the immigration office
If you mean an under-consideration period for a 1-year extension, yes, you can by getting a re-entry permit. But you will want to talk about your travel itinerary with your local immigration office when or before you apply for an extension. Or before you get a re-entry permit at the latest.
If you mean an under-review period for an in-country initial visa application, you cannot travel abroad.
