TLDR : Answer Summary
Yes, you can travel out of Thailand while your TM7 visa renewal application is being processed, but there are conditions. If you have the 'under consideration' stamp, you may leave the country if you purchase a re-entry permit and return before the stamp expires. It's advisable to discuss any travel plans with the immigration officer during your application for the extension to avoid possible complications.

And, if it's me, I'd talk about the international travel schedule with the officer when applying for the next 1-year extension well so that I wouldn't have to mess up the procedures in case there would be a home visit or witness interview during that under-consideration period.

IF you have the "under consideration" stamp where you're waiting to go back to the immigration office and get your year extension inked in you CAN leave the country IF you buy a re-entry permit 🙂
As long as you're back before that under consideration stamp runs out so you can show up and get your extension on the day you need to you will be fine.
That re-entry permit will only be valid for the current stamp you're on though..

how about stating WHAT type of extension you're applying for?
it’s for my non-O guardian of thai nationals visa which expires in March but I plan to put in the application this week before I fly off for a few days. And would be back by jan 24th.
I would say DON'T even bother applying for the new year extension yet, if your current stamp doesn't expire until Mar, just get a single re-entry permit, go and if you're comin' back Jan 24th apply for the year extension after that..
you have until the last day your current stamp runs out to apply, I'd say get your travel OUT of the way before you apply for the year extension ESPECIALLY if they have to do a home visit during the under consideration period
