TLDR : Answer Summary
Yes, you can reenter Thailand while your visa extension is under consideration by purchasing a re-entry permit and obtaining a Certificate of Entry (COE). However, it's crucial to return before your under consideration stamp expires to avoid starting over with your visa process.

Yep, you can buy a re-entry permit AND leave the country on a 30 day under consideration stamp for an extension based on marriage without any problem. You can also get a COE to get back into the country with one too
BUT
Remember you have to be back before the under consideration stamp runs out or you cancel everything and you start all over from zero. .
I was specifically told to stay in country. Not sure there would've been enough time to leave, do what I needed to do, and get through 14 days of quarantine/sandbox, and then make it back to the same office anyway.
they were yanking your chain, you certainly could have gotten a re-entry permit, exited, then re-entered by meeting the requirements and as long as you showed up at the immigration office on the date your under considerations stamp said to show up you'd have been fine. It's just with the convoluted entry process and procedure you're really cutting it close to get out and back in a month :/
yeah, I should've been a little more clear on how I phrased that. I'm not sure they said I couldn't leave, just told or strongly suggested I not. My wife was translating so I'm not sure exactly how it was said. I actually had about 45 days to pull it off, but even that was too close for me if i wanted to get vaccinated +14 days before going to Phuket. I'll change plans and jump through as many hoops as they make up to avoid 15 nights locked in a hotel room.
