TLDR : Answer Summary
The transition from an Elite or Privilege visa to a Non-O retirement visa cannot be done without leaving Thailand. Individuals in this situation need to exit Thailand, possibly using a visa exemption if eligible, or apply for the Non-O visa in a nearby country, such as Malaysia.

No, you’ll need to leave and and re-enter on a visa exemption first if you’re entitled or just apply in a nearby country.
