Basically, you are eligible for a Non-O retirement visa.
But you cannot apply for a visa when you have a still valid visa in your passport (or eVisa as PDF) already.
You would be stamped based on Non-OA when you enter Thailand on 12th November, for 1 more year or the same as your insurance coverage. If your insurance is not enough, you will be stamped for 45 days as a visa-exempt.
Possible options for you might be:
1. Enter on Non-OA on 12th Nov, do border-bounce at the end of your new 1 year and re-enter on visa-exempt, then do an in-country visa application.
2. Ask IO not to use Non-OA, but on visa-exempt entry at the passport control upon arrival in Thailand on 12th Nov. If you are approved entry on visa-exempt, then do an in-country visa application.
3. Wait until after 22nd Nov then enter Thailand to do the in-country process.
Once you enter on visa-exempt, you seem to be good to apply for in-country Non-O.
