Second 90 day visa? At the end of our visa we plan to go back to Thailand and reapply for a second 30 or 90 day visa. Is this permitted?

90 day Visa based on what, retirement, marriage? If so yes, you can apply inside Thailand if you meet the financial requirements or you can get it before travelling.

You also cannot apply for a tourist visa in Thailand.
You'd have to either get an E-Visa before coming, or go to a consulate outside Thailand.
With the latter, bear in mind increasing numbers of consulates will no longer issue back-to-back tourist visas (if you've just had one, they won't give you a second one on top of it).

There is no 90 day Tourist Visa. You can apply for a 60 day tourist Visa in the US and then apply for a 30 day extension when you arrive in Thailand.
