After obtaining the non-o visa from my home country do I have 90 days from the date of issue or 90 days from the day of arrival to obtain an extension?
Answer summary
After obtaining a Non-O visa, you have 90 days from the date of issue to enter Thailand. Upon entering, you will receive a 90-day entry stamp, during which you need to apply for an extension. The application for the extension should be made while you still have 30 to 45 days remaining on your entry stamp.

The question was - to enter Thai within 90 days of Non O visa approval or 90 days from the date of arrival.
90 days Non O is valid to enter Thai within 90 days, then upon entering, a 90 days stay stamp.
Say, if you got the 90 days visa in 2025, it became void by now in 2026.
You have 90 days to enter Thailand. Once you enter Thailand before the expiration date on the visa, you will receive a 90-day entry stamp. You must apply for the extension within the 90-days you receive when you arrive.
You have 90 days from issue to use your visa then get stamped in for 90 days and at most Immigration Offices you can apply for your Extension of Stay when you have 30 days remaining on your entry stamp (some places 45 days) but you have to have funds seasoned for 2 months before you apply.
