TLDR : Answer Summary
The user inquires about obtaining a 12-month Non-Immigrant (Non-O) visa at a Thai embassy while currently holding a one-year extension due to being the legal father of a Thai child. Commenters suggest that while obtaining such a visa is challenging and may require proof of funds, renewing the current extension is also a viable option without stringent financial prerequisites.

Remember on a year-long, multi-entry Non-O visa from Penang you'd have to bounce out and back into the country every 90 days.

there is no seasoning requirement on yearly extensions based on raising half thai children. NONE AT ALL.

There is no time the money needs to be in the bank and if you are being told that you're being told wrong

I was told that directly by an immigration officer. I had the same issue last year.

There is no consulate that will issue a year long, multi-entry Non-O visa based on being the father of a half thai child without proof of funds

AND

AFAIK the only consulate in the area that will do it is the one in Penang Malaysia. They require proof of 400K baht (or the equivalent) in a bank account in your name to issue it

Vientiane & Savannakhet will only issue 90 day single entry Non-O's for that reason

I emailed the Thai Consulate in Penang and this is what I was told: "According to your case, We might to issue Non"O" single entry 90 days after that you have apply for long staying or extent at The immigration office in Thailand"

does the money needs to meet the 3 months requirement?

Why not just get another year extension?

unfortunately I didnโ€™t realize I had less then 400k at the Bank until mid November, and my extension will expire at the end of January so Iโ€™ll have to make a new visa anyway.
