TLDR : Answer Summary
The visa on arrival can be obtained at the airport or land border in Thailand. However, travelers with a Taiwanese passport must pre-apply for the Thaipass before departure, which requires uploading insurance and proof of vaccination.

Taiwanese passport holders are eligible to buy a 14 day visa on arrival when arriving at an airport or land border in Thailand, the fee is 2000 baht. Before you leave however you need to apply for the Thaipass, which requires uploading insurance and proof of vaccine.
