Can I get a visa on arrival at the airport in Thailand, or do I need to apply for an E-VOA beforehand?

Hi All... For the visa upon arrival , can we do it upon arrival at the airport ? Or is a must to do it via E VOA at the website ? What is E VOA is it something like a pre apply ?

Taiwanese passport holders are eligible to buy a 14 day visa on arrival when arriving at an airport or land border in Thailand, the fee is 2000 baht. Before you leave however you need to apply for the Thaipass, which requires uploading insurance and proof of vaccine.
