Can I convert a visa on arrival or tourist visa to a Non-O visa while in Thailand, especially for retirement?

I have seen a lot of discussion regarding changing a visa on arrival or tourist visa to a non-o when you are in the country? I assume this is for people who have a Thai spouse or are staying with a Thai family? I ask this as when you are applying outside the country, the eVisa system for non-o visa does not mention retirement as one of the parameters covered just things like visiting Thai family, or a contestant,or medical operation,etc.

Just one further question what paperwork is required to get a non-o visa when you are in Thailand re: bank balances (amount), TM 30 etc.?

all the normal stuff like passport and TM30. For retirement it's 800,000 baht transferred from overseas in a bank account in your name only.

Many consulates require insurance to get a non-O outside of Thailand, and this is why people come to Thailand and convert here, since there's no insurance requirement.

Most common reason is retirement, but marriage is also used.

Coming from Canada, I was only planning to stay for just under 6 months Oct. to April and whether I would have to buy a year medical coverage was a consideration,

You're going to have to get an extension inside of Thailand with a non-O since the visa you get in Canada is only for 90 days.

You could see if they are offering the multi entry 6 month tourist visa.

Arrive and get stamped in for 60 days and extend for 30.

Jump out of Thailand and re-enter and get another 60+30.

They are not offering the METV but they do offer the STV. Medical coverage is required even for the STV but at least you wouldn't be paying out a substantial amount up front. I heard rumours that the STV program may be ending Sept.30 of this year.

the program does end in September. The STV won't work for you since you won't be able to get any extensions as it will have ended by the time you want one.

You might be down to just getting TR twice which isn't that difficult, just going to a neighboring country to apply and vacation.
