TLDR : Answer Summary
A user is inquiring whether they can submit a 90-day report in person on behalf of their wife who is unable to do so due to a medical issue. Responses indicate that an authorization letter from the wife is not necessary; a completed TM47 form, her passport, and proof of the previous report and TM30 submission are enough. Alternatives such as online reporting and mailing the documents are also suggested.

you don't need any authorization or anything, you need a filled out signed TM47 form, the previous 90 day report receipt and proof you had filed a TM30 on that address.
