Can I apply for another 60-day Thai tourist visa after flying out of Thailand if I've already used two land border runs this year?

Hi, I would like to ask if I can still apply for another 60-day Thai tourist visa by flying out of Thailand (either Penang or Ho Chi Minh)? I've already used two land border runs in Laos within the year expiring this September.

you can apply for a Thai visa also in Vientiane/Laos.

I entered Thailand using a visa exemption of 30 days (ASEAN) last January 19 then applied for a 30-day extension in Promenada and did the land border run twice. Thanks
