Hi, if I have the TM30 in Chiang Mai, can I apply for an extension in another province? Thank you and Merry Christmas.

TLDR : Answer Summary
To apply for a visa extension in a different province in Thailand, you must obtain a new TM30 from the property owner in that province. The TM30 from Chiang Mai is not valid for application at immigration offices elsewhere. Additionally, be aware that extension requirements may vary by location, so applying while traveling may not be efficient.
Why would you waste time while on a trip away from home applying for an extension (remember the extension requirements where you are travelling to may be different to what your local Immigration Office requires so could be a total waste of time)?

You can only apply in another provence if you first get a new TM30 from the owner of the accommodation you are staying at, in that provence. You cannot apply with a TM30 issued in CM.

Nope
you use an address (with a TM30) at the immigration office in the province you're going to apply in.
