Best option is as mentioned visit the Immigration office and ask if you can convert your stay into a Non Immigrant O visa based on being over 50 years of age. (official name) and cost 2.000 Thb, This visa is for 90 days, after 60 days you can than apply for the 1 year Extension of Stay based on being over 50 years of age (official Name), cost 1.900 Thb, if you have this 1 year extension of stay stamped in you can directly apply for the Multiple Re-entry Permit, cost 3.800 Thb.

Nein, 4 different visa and the Extension of Stay are all called retirement visa, some of them you can get at Thai Consulate or Embassy in nearby country, one of them only at Thai Embassy or Consulate in country of residence and one Visa and the Extension of Stay you can get at the Immigration Office in Thailand. The German Embassy only provide visa's to live in Germany (schengen), I don't know if they have a retirement visa to live in Germany.
