TLDR : Answer Summary
For anyone seeking to apply for a retirement visa in Thailand with a French passport, the best approach is to secure a Non Immigrant O-A visa prior to arrival, which allows stays of up to 1 year with multiple entries. Additionally, they should first obtain a 90-day Non-Immigrant O visa based on age (over 50) and financial requirements, which can then be extended annually. Costs include 2000 baht for the initial Non-O visa, 1900 baht for each yearly extension, and re-entry permits if necessary.

Best option is to apply for the Non Immigrant O-A visa before they make their way to Thailand. This visa is has multiple entry and is valid for 1 year. Each entry they would get 1 of of Admitted to Stay, so they can get almost 2 years of stay out of this visa. For travelling during the second year they need a re-entry permit.

. Apparently only Paris delivers visa now. They had to work with an agency and mail their documents to get their extended tourist visa earlier this year

they don't want just an O visa, if they're applying from France at the thai consulate there they want the one called a Non-Immigrant Type O-A <-(note the A after the O) that one is known as the Long Stay retirement one

There is also a Thai Consulate in Lyon. Not sure if they do multiple entry visa, this because the website is all in French language.

I agree 100% with
@Rob***
, especially in light of your edit to show that your parents aren't here yet.

Get them the year-long, multi-entry Non-immigrant Type O-A (Long Stay) visa from the thai consulate in Paris BEFORE they wing their way here.

Inside of thailand there is ONLY ONE option available to you for what's called a 'retirement visa'.

You first apply for a 90 day Non-Immigrant type O <-(O meaning other) visa based on being over 50 and meeting the financial requirements.

You apply and it goes under consideration for 14 days then you go back and get the 90 day Non-O stamped into your passport.

Then you wait until you have 30 days left on that stamp and you apply for a yearly extension of stay based on being over 50 and meeting the same financial requirements again.

These are the costs:

90 day Non-O visa 2000baht

Year extension 1900baht

re-entry permit 1000baht single entry, 3800baht multiple entry
