, You are confusing a couple things. No consulate in S/E Asia will issue a Non-Immigrant Type O-A (Long Stay) visa to someone who isn't a resident of the country where you're applying for it. People get those Non-O-A visas in their country before they wing their way to thailand. That visa requires a medical certificate and a police background check in addtion to meeting the financial requirements.
Most people already in Thailand either go to a neighboring country and get a 90 day single entry Non-Immigrant Type-O visa <-(note there is no A after the O), then apply for a yearly extension of stay based on being over 50 (retirement) at the immigration office after that
yep, that's what most people do, get a 90 day Non-O outside the country at a thai consulate and then apply for the yearly extension at the immigration office.
Conversely you can apply for the 90 day Non-O inside the country at the immigration office as well. Depending on the particular office you use it goes under consideration anywhere from 14 days to a month before you go back and get it inked into your passport. I'd stop by the immigration office and see what they require to issue it. Sometimes it's easier to just leave the country and get one issued though :/ than make two trips to the immigration office just to get the 90 day Non-O.

update : Thai Embassy Yangon is - as far as I found out - NOT issuing a non immigrant O-A visa (so called retirement visa)
