Can I apply for a one-year extension of my Non-Immigrant O-A visa in Thailand before my first year ends?

I have a non-inmigrant O-A VISA based on retirement,issued 16 Aug 17. Date enter before 15 Aug 18. As far as I know, if I leave the country and I re-enter 14 Aug 18 I will be authorised to extend my stay one year more ((until 13 Aug 19).

Can I apply for a one -year extension of the VISA in that year(for exemple July 19) or must I apply for that extension before my first year stay here will be finished?

Remember though, once you get that "second year", if you needed to leave the country and come back you'd have to have a re-entry permit.

if the dates you quoted are correct (and you exit/re-enter just prior to your "enter before" date on the visa itself) you wouldn't need to apply for a yearly extension until July/August 2019.
