I'm aware of the Thailand eVisa website and have set up a profile there. However, I just want to confirm that it is also possible to apply IN PERSON at an immigration office while in Thailand. Is that correct? (visa type: Non Immigrant O)

Many immigration offices will allow you to apply for a conversion to non O in country. Almost all interactions with immigration in Thailand are in person (other than the stuff like 90 day reports and TM30 filings that could be done online).
