Quick question...to get a Non-O volunteer visa, one can either get that prior to their initial entry into Thailand, OR, they can come in on a tourist visa and then convert to the Non-O volunteer in-country, that right, or no?

Non O volunteer visas are like rocking horse sh&t these days. They can be got but incredibly difficult as many offices won’t touch them with a barge pole.
Due to years of over abuse from people that got them from organisations they’d never been to or even knew the name of to stay long term in Thailand they’ve cracked down on them big time.
You can get in your own country. I would have questions about getting it converted in country. Perhaps for a legit organisation it’s possible but I suspect it would be difficult.
