Just checked the immigration office in Phuket are only open again on Monday.

if your FB is correct you live in Chang Mai, this means the Immigration Office is open 7 days a week to make the address registration.

If you arrived Yesterday, you are to late and could be fined if you visit tomorrow.

If you are asking about filing the TM30, then you must do it at your local Thai Immigration office within 24 hours of your return to Thailand.

If you are the one assigned by the landowner, house owners, landlord to register your arrival at a Thai address within 24 hours and if you have access to log in and password, I would say yes.
