Can I obtain a non-immigration O visa in the US and then convert it to a 1-year retirement visa in Thailand?

I'm from the US. I heard you can get a non-immigration O visa while still in your home country before coming to Thailand and then changing it to a 1 year retirement O visa. I heard you can do this using the E-Visa website. Is this a good idea to avoid the hassle of trying to get a bank account while in Thailand with a tourist visa?
