TLDR : Answer Summary
Yes, you can apply for a Non-Immigrant O visa at some local immigration offices in Thailand, but it varies by location. Not all offices handle conversions adequately. Key requirements usually include proof of 800,000 baht in a Thai bank account for two months, along with documentation showing the funds were transferred from overseas. It's recommended to check with your specific immigration office for their requirements, as well as to consider seeking the assistance of an agency for the application process.
It's possible. To obtain Non O from visa exempt entry you use TM87 and from tourist visa, entry TM86.
Funds (800k) must be in Thai bank account in your name only.
Needs to be international transfer.
Unless you already have a bank account then the process not possible.
Better option is to obtain Non O eVisa outside of Thailand and enter with that.
You will then be able to open bank account and obtain 12 month extension.

Yes, but you only need a bank letter with 800,000 guaranteed in the bank and the bank will not give you a letter without it being locked up for four months. It’s a pretty easy process.
You cannot get a Non-O in person in Canberra so it's either an in country conversion or visit a neighbouring country if the eVisa approval times for Australia are too tight for your flight date.
That would be a question for your local immigration office. Not every office allows conversions to non-O. For the offices that do, they each have their own requirements. You should go there and ask if they allow it and for their printed list of requirements. The primary thing is going to be proof of 800,000 baht that's in your Thai bank account for 2 full months already and that you can show was transferred from overseas.
Unless you get a affidavit letter confirming your income from your embassy, you have two options: Use an agent for the process or apply in a nearby country.
you will struggle to open a bank account on a tourist visa or visa exempt entry these days. It's probably easier to leave to a nearby country and apply for the 90 day Non-O there using funds in your home country. Once you have it return to Thailand, go to immigration and get a residence certificate, get a mobile SIM registered against your passport and then visit a bank to open an account and deposit the funds required for the 12 month extension of stay
