Can I get a Non immigration type O visa at a Thai consulate outside Thailand, to then extend in Thailand. I am retired and not married to a Thai, and have sufficient funds in Thailand.

you could, but it'd be way better to go to your immigration office where you stay in thailand and see if you can get the 90 day Non-O visa based on being over 50 (retirement) from them.

Thai Consulate in Vientiane Laos, but needs also a police record and health certificate, Penang in Malaysia. There are several options.

You can also come on a tourist visa and apply within Thailand , this avoids medical and police checks
