Applying for a Non-O visa from home is generally considered the better option. This allows you to complete the process comfortably online through the Thai e-visa system, requiring minimal documentation. On the other hand, applying while in Thailand can be more cumbersome, as it necessitates having a local bank account (which is difficult to obtain without a long-term visa) and involves multiple visits to immigration offices, which can be time-consuming.

It's always better to apply from home. You sit at the computer in the comfort of your home and upload a few documents to the Thai e-visa system.
In order to apply in Thailand you must have a Thai bank account, which you cannot open without already having a long-term visa, and you will have at least 2 extra trips to the immigration office which can take hours, not even counting the time spent in traffic.
