Applying for a Non-O visa from home is generally preferred over applying in Thailand. The home application allows you to use the Thai e-visa system and avoid the complexities of needing a Thai bank account and multiple trips to the immigration office in Thailand.

It's always better to apply from home. You sit at the computer in the comfort of your home and upload a few documents to the Thai e-visa system.
In order to apply in Thailand you must have a Thai bank account, which you cannot open without already having a long-term visa, and you will have at least 2 extra trips to the immigration office which can take hours, not even counting the time spent in traffic.
