TLDR : Answer Summary
Yes, you can change your tourist visa to a Non-Immigrant O Visa based on your marriage in Thailand, but there are specific requirements. You must have 400,000 THB in a Thai bank account in your name before you apply for the in-country visa. If you don't have the funds in Thailand, you may need to apply for the Non-O Visa outside of Thailand at a consulate, where you can use proof of funds from your home country.

Yes, you can, with the required funds.

The problem isn't that you can't apply for an in country Non-O visa based on marriage to a thai at your local immigration office from a "tourist visa status" (either free stamp entry or real tourist visa entry)

The problem is you need to already have 400K baht in a thai bank account in your name only BEFORE you apply for the in country 90 day Non-O visa ๐Ÿ˜• Or you need to come from a country whose embassy here will issue the affidavit of income from abroad notary letter stating you have those funds in an account in your country.

IF you can't show proof of funds in thailand to get the visa at your immigration office here in thailand you'd have to go to a nearby thai consulate and apply for the 90 day Non-O online thru the eVisa web-portal (you can show proof of funds in your country to get the visa issued outside at a consulate)
