Has anyone applied for one of the visas while IN Thailand after a tourist visa? If so can you apply online and use the embassy location where you are (in Thailand) or do you have to leave first and come back?

TLDR : Answer Summary
It's possible to apply for certain visas while in Thailand after a tourist visa. Applicants need to visit their local Immigration Office to obtain a list of requirements for the specific visa they want. Non-B or Non-ED visas usually require documentation from an employer or educational institution, and it's essential to check whether the application can be submitted in-country or if it necessitates exiting Thailand first. Additionally, it's important to note that there are no Thai embassies within Thailand.
You apply in person at your local Immigration Office where your TM30 is filed. Go there well in advance and get their list of requirements for the Visa you will be applying for except if it is a Non-B or a Non-ED which requires you to get everything from your employer or school and they will tell you if it can be dne in country or if you have to leave and apply outside.
