I want to apply for dtv online while staying in Vietnam I understand that it takes 5 days to receive the confirmation by email and then my wife can apply for my visa (follower) if you apply while you are outside of Thailand but enter back to Thailand on a tourist visa before you received dtv is it ok?

They can ask you for an interview but that would be unusual. But even if you were to chance it and enter Thailand on a tourist visa (i think you mean visa exempt as you'd have to apply for a tourist visa at the same embassy you're waiting on) you'd have to leave Thailand and re-enter again to enable the DTV

It's not OK to be in Thailand while it's being processed. They might not care, but most likely, they'll reject the application for you being in Thailand at the time of their decision making.
