He have no money in Thai bank for deposit requirement.
And he has plans to apply for the visa at Ho Chi Min for Non-O Marriage on Jan.31, 2020 before returning to Thailand.
The question is if he does not get the marriage visa in Vietnam does he have to have a Thai reentry permit when he comes back to Thailand?
If he does not have a reentry permit, can he get the tourist visa instead?

If he has this 1 year Non Immigrant O visa in his passport he get on each entry 90 days of stay. If you like to stay longer he needs to make a border run, stamp out Thailand, stamp in/out neighbor country and back into Thailand for a new 90 day period.
