Iโll be in Thailand for up to 30 days (by air) then move onto Vietnam/Cambodia. Iโll then be back in Thailand (by land) and will likely need up to 60 days for this entry. Can I apply for the 60 day tourist visa before arrival and only use it for my second entry, or will this visa be applied to my first entry only (Iโm not sure if the visa requires a date of arrival). UK passport.

Nope, you cannot apply for a tourist visa online using the eVisa website for the thai consulate in the UK before you come here the first time. They would make you use (or lose) it when you enter.
You can enter on a 30 day visa exempt entry when you come in from Vietnam and then take the one 30 day extension you're allowed on that entry for 1900baht at the immigration office where you stay (that'll give you the 60 days you want the second time you enter)

You could go to one of the thai consulate's websites in Vietnam (Hanoi or Ho Chi Minh City) read the requirements for a tourist v visa, make an appt to apply for the visa, go apply, wait the processing time, go back and get your passport with the visa in it THEN enter thailand on a 60 day tourist visa stamp.
