TLDR : Answer Summary
If you enter Thailand on a 30-day visa exemption, you can apply for a 60-day COVID extension, but you need to have received a first extension of stay based on tourism, which must be done before November 26, 2021. It is important to note that a standard tourist visa allows for a 60-day stay from entry with the possibility of a 30-day extension, without needing specific COVID-related justifications.

a Tourist visa gives you 60 days on entree and possible to extend with 30 days. No excuses to make about closed airports or unable to leave. More relaxed living.

Because the IF is a conditional statement, I'm going to assume you are currently NOT in Thailand right now. The last day a person can apply for a 60 day extension of stay based on unable to travel due to COVID-19 is November 26. Generally this requires receiving your first 30 day extension of stay based on tourism.
I've already entered on the stamp (30 days) and done my 30 day extension which expires 29th Nov. Could I apply for a covid extension on the 25th/26th? It would be my first time.
