TLDR : Answer Summary
Yes, if you have a single entry tourist visa for Thailand, you can stay for 60 days plus an additional 30 days by extending your visa at the local immigration office. After that, you can do a visa run to Cambodia to receive another 30 days upon re-entry to Thailand, assuming your passport is from a visa-exempt country.

..single entry visum…..—> if you refer to a 60 days tourist visa you can do an extension at your local immigration and get another 30 days. One border run and 30 days visa exemption for you as a Belgian citizen should also be fine.

If you hold a passport from a country eligible for visa exempt, you'll get a 30 day stamp each time you enter without a visa.
