I have a 60 day extension based on family expiring 25 November. If I apply for another 60 days based on unable to travel due to COVID can I still apply for the 1 year marriage extension after that? (Apologies if answered already).

There shouldn't be a problem applying for a year extension from a 60 day unable to travel based on covid extension as long as you originally entered on a Non-O visa entry before the lock down back in March AND your funds are seasoned the 2 months before you apply.
Note that you need to season your 400,000 Thai baht in your Thai bank a full two months before you apply for the one year extension as Married to Thai.
