All offices will accept a walk in application for an extension. Depending on which office you use you may find making an appointment saves you hours in a queue.

I don't really know what you are asking because the only 3 months visas I know of are already non-immigrant visas, so you can't "extend a 3 month visa into a non-immigrant visa".

If you are just asking if you can walk-in to the immigration office, then yes, appointments are not required at the immigration office.
