Are there any embassies issuing "O" visas for retirement when
applicant fails to qualify for required health insurance connected to O-A VISA? I have read that the embassy has the option of issuing a "O" if a person cannot qualify for health insurance.

For a non immigrant O visa there is no requirement for health insurance. There is if you are referring to the OA visa. Embassies are not issuing non Os (retirement) as they currently arenβt on the list for entry in to Thailand.
The Thai consulate in NL says on their website that they issue these visa, and that it gives you access to Thailand. It seems to be a recent change. Point 7 in the list:
