Can an Indian citizen apply for a Non-Immigrant O visa in Thailand as a dependent and extend it?

Question: my husband is Indian, I got work permit so we think he should get non immigrant O visa. We understood that as Indian citizen he can do it only from India, is it true? Also, could he extend it after the 3 months visa finish or does he need to go back India and ask a new one? Thank you 🙏🏼
