There are many 90 day visas, but each and every one of them is aimed at long stay, and has corresponding requirements. Think of: having a Thai job for a work visa, being enrolled in a study program for an education visa, etc. If you qualify for the retirement visa, you could do that, but I think the better choice is to get a 60 day tourist visa and then just extend by 30 days.

Philippines does not use evisa. You either need to apply in person at a Thai embassy or arrive without a visa and get 30 days visa exempt. You can apply one time for a 30 day extension. That's 60 days total before you'd need to leave and return to start over.

Depending on your passport depends on your options but the only 90 day visa you can get is a Non-immigration visa such as non-b (working) non-o (retirement, marriage etc) or non-ed which all have requirements for you to meet.
You can get a 60 day Tourist Visa and extend it here by 30 days to getting your 90 days though.
