Can a spouse apply for a DTV visa if only one partner is a gym member?

Does anyone know, if a husband and wife are applying for a DTV through a Muay Thai gym, is it enough for one person to apply to the program and then their spouse can apply by being the spouse of the person training at the Muay Thai gym? Or would they both need to buy a membership from the gym to qualify?

With the correct documentation to prove you are married, one gets the DTV through soft power, in your case Muay Thai classes, and the other as a dependent after the first one gets the DTV.

Only one would need to pay for the gym. The other could be on a dependent visa.
