TLDR : Answer Summary
A Dutch passport holder on a Non B Visa for teaching can stay in Thailand until April 16th, the end of his initial 90-day visa period. If the visa is linked to the school, the school may cancel it upon his departure, but if the school name is not on the visa, he may be able to seek another job or work permit without needing to cancel it.

As James has said, since the person is on the initial 90 day visa and not an extension, there is no requirement to cancel the visa. If the visa has the name of the school written on/beside it they must leave Thailand by April 16th. If the school name isn't written on it they can use that same visa to secure a job/work permit/extension somewhere else before it expires.

Thanks for the added information about your friend.

It appears that he has a Non B Visa for teaching and no work permit.

And that he is in his FIRST 90 DAYS of entering Thailand with the Non B Visa.

He can stay until April 16th...the 90 day ending date of his current STAMP in his passport.

Then he MUST LEAVE THAILAND on or before April 16th.

The school does not cancel his Visa. As he is STILL on the first 90 days of his entry into Thailand, the day he leaves ends his Non B Visa.
